Justice Dept. indicts 7 Russian intelligence officers in global hacking scheme

Dutch authorities said it disrupted a cyber operation conducted by Russia's GRU, targeting the Organisation for the Prohibition of Chemical Weapons (OPCW).

The charges come on the same day the Dutch defence minister accused Russia's military intelligence unit of attempted cybercrimes targeting the worldwide chemical weapons watchdog and the investigation into the 2014 Malaysian Airlines crash over Ukraine.

And Britain's cyber security chiefs say they have "high confidence" Russian intelligence was responsible for a strike on Wada in August 2017.

Al Jazeera's Paul Brennan, speaking from London, said Thursday's reaction is notable.

"It is yet another element of the anti-Russian campaign by the UK Government". Another reason for caution is accusing a country of a cyber attack usually means providing some sort of evidence, which can give away sources or technical details of the accusers' own spying capabilities.

At a news conference at the Hague, Dutch authorities showed passport pictures of the four people - three cyber officers and a case officer - who arrived at Schipol airport from Moscow on April 10, Sky News reported.

On April 13 they parked a vehicle carrying specialist hacking equipment outside the headquarters of the OPCW in the The Hague.

The UK then went further, revealing the identities and pictures of the two Russian Federation military intelligence officers that it believes were responsible for poisoning the Skripals.

An official from the Russian embassy escorted them to The Hague, he said. In all, the GRU spies leaked private data of 250 athletes from nearly 30 countries, officials said.

Asked why the GRU team was allowed to go back to Russian Federation, a Whitehall official said: "That was a decision taken by the Dutch authorities and that's a question that needs to be addressed to the Dutch authorities".

European Union officials said in a statement Russia's "aggressive act demonstrated contempt for the solemn purpose" of the Organization for the Prohibition of Chemical Weapons (OPCW).




At a news conference in The Hague, Bijleveld called on Russian Federation to cease its cyber activities aimed at "undermining" Western democracies.

The operation occurred in April, where the Russian agents were caught trying to hack into the OPCW, where investigations into the chemical weapons used in Salisbury and Douma, Syria, were being carried out.

"By revealing this Russian action, we have sent a clear message: Russia must stop this".

Moscow's feared GRU cyber unit nicknamed "Sandworm" tried and failed to infiltrate UK IT systems as part of a series of attacks across Europe this year.

The timing of the alert is probably significant, as it is only a month to the United States midterm elections. "We will also be discussing how we need - working with our friends and allies - to counter this pattern of cyber attacks, which is the new type of attack that the whole world is having to deal with".

The US government has announced criminal charges against seven Russian intelligence officers.

Tensions between the United Kingdom and Russian Federation have been high since the poisoning of retired double agent Sergei Skripal and his daughter earlier this year.

"The GRU's actions are reckless and indiscriminate", he said.
