A spokesman for Freeland said on Monday that no decisions on whether she would return to Washington later this week had been made. In April 2017, Trump almost withdrew from NAFTA after becoming angered by the plight of Wisconsin dairy farmers whose milk protein exports to Canada had been cut off by the Class 7 pricing scheme. "They did some very hard work and the discussions over the weekend were, as they were at the beginning of this process, constructive and productive, and we decided it would be a good idea to have a meeting today".

The in-person, high-level negotiations got back underway as events marking the 17th anniversary of the 2001 attacks took place around the US, including at the Pentagon with Vice President Mike Pence, not far from where the trade meetings are taking place.




On Canadian soil, U.S. Ambassador Kelly Craft was expressing much the same sentiment.

The director of public Affairs of Teamsters Canada, Christopher Monette, who attended behind-the-scenes to the most recent negotiations in Washington, believes that the administration, Trump would not touch the system of supply management, particularly as it relates to the dairy industry.

Craft, a fixture at the NAFTA talks last week, was in Gander, N.L., to commemorate the role that town played on the day 17 years ago when the United States shut down its airspace, forcing countless passenger airliners to find refuge wherever they could.

U.S. President Donald Trump has threatened to pull out of NAFTA entirely and the future of the trade agreement is still unclear as negotiations continue in Washington.

Canada must end its low-price milk proteins policy to reach a US-Canadian deal to update the North American Free Trade Agreement, US Agriculture Secretary Sonny Perdue said. "Having said all of that, nothing is done until everything is done" - and that says it all really, but US officials have said time is running out to agree on a text that can be signed by American, Canadian and Mexican leaders by November 30, before the current Mexican government leaves office. The U.S. Department of Commerce estimates that exports to Canada support over 1.5 million jobs, heavily concentrated in border states that went for Trump in the 2016 presidential election.
